September 29, 2011 — Norman E. Parker, Jr., of counsel in the Public Finance Department and a member of the Housing Group and Transactional Finance Group of Ballard Spahr, has been elected vice chair of the Board of Directors of the Elijah Cummings Youth Program in Israel (ECYP). Prior to joining Ballard Spahr, he served as Deputy Attorney General for the State of Maryland. Parker has also served as adjunct professor of Legal Writing at the University of Baltimore School of Law. He was also chairman of the Board of Ethics of Baltimore City. Created to improve relations between the Black and Jewish communities, The Elijah Cummings Youth Program in Israel fosters positive relations among all ethnic communities in Maryland’s 7th Congressional District. Ballard Spahr LLP is a national firm headquartered in Baltimore.
