ImageThe University System of Maryland appointed Andy Clark as the system's new director of legislative affairs. For the past 12 years, Clark has advocated higher education as associate director for state government relations and later senior associate director for federal affairs with Oregon University.


The law firm of Linowes & Blocher LLP named Richard M. Zeidman its sixth managing partner in the firm's 50-year history. During his 25 years with the firm, Zeidman has represented private developers, REITs and institutions in several billion dollars worth of acquisitions, financings and dispositions as well as in major public and private transactions.
 
ImageVictoria K. Fretwell has been appointed by the governor to a six-year term on the Anne Arundel Community College Board of Trustees. Fretwell currently serves as director of external affairs for Priority Partners/Johns Hopkins Healthcare, handling communications and marketing for the Medicaid managed care organization. Previously, Fretwell was the public information officer for Maryland State Senate President Thomas V Mike Miller Jr.
 
John R. Greene, a partner in the law firm of Cohen and Greene P.A., was elected to the board of trustees of the American Academy of Adoption Attorneys, which is comprised of 350 adoption attorneys in the United States. He was also recently appointed to the advisory committee of the Congressional Coalition on Adoption, which advises the U.S. Senate and House of Representatives on adoption law.

Rebuilding Together Howard County has hired Courtney A. Workman as executive director. Workman was most recently a senior program and policy analyst for the U.S. Department of Health & Human Services Administration for Children & Families where she monitored numerous nonprofit organizations receiving Federal grants.
 
The Howard County Economic Development Authority has hired Larry O. Collins as technology manager and will be the executive director of the Howard Technology Council.  Collins has 25 years of management and technical industry experience. Most recently, he was the U.S. sales manager with L-Soft International Inc.
 
Trammell Crow Residential has named Chad DuBeau a partner in its Mid-Atlantic region, based in Rockville. DuBeau joined the company in 2004 as vice president of development, responsible for pursuing new development opportunities, product design and product entitlements.

Trammell Crow Residential also made several other hires and promotions in its Mid-Atlantic office. John Lippincott was hired project executive. Randy Barrett was named project manager. Amirali Nasserian was promoted from preconstruction estimator to preconstruction manager. Jennifer Taylor was promoted from construction coordinator to operations manager. 

ImageNorthrop Grumman Corp. appointed Joseph J. Ensor as vice president and general manager of the newly created Space and Intelligence, Surveillance and Reconnaissance Systems Division within the company's Electronic Systems sector. Since 1979, Ensor has held a number of management positions in engineering, logistics and program management at the $30 billion global defense company.

Felicia Barlow, owner of Crabtown Concierge, an Annapolis-based destination management and consulting firm, has been named president of Women in Film & Video of Washington, D.C.

ImageRoland Rust has recently been named distinguished university professor at the University of Maryland's Robert H. Smith School of Business. Rust is the marketing department chair at the Smith School and holder of the David Bruce Smith Chair in Marketing.

BankAnnapolis elected Joseph G. “Jay” Baldwin, president and CEO of Reliable Contracting Co., to its board of directors.
 
Kevin M. Rooney has been appointed to the board of directors at GenVec Inc. in Gaithersburg. Rooney is currently the president of Beacon Consulting Group, a company focused on providing strategic consulting services to biopharmaceutical executives. He will also serve on the board's audit committee.
 
Columbia-based Costello Construction has named Andrea Zeitman as director of business development. She previously was the director of marketing for Watt, Tieder, Hoffar & Fitzgerald LLP, a Northern Virginia construction law firm.
 
Calibrant Biosystems in Gaithersburg appointed Michael Salgaller its chief operating officer. Salgaller, with over 20 years of scientific and business experience in therapeutics, was on the investment team at Toucan Capital before joining Calibrant. He also was vice president of clinical and research affairs at Northwest Biotherapeutics.

Brian Balgley was named chief technology officer at Calibrant Biosystems. Balgley joined the firm in 2003 and has led the development of the company's Gemini drug discovery platform in his previous position as director of proteomics.

ImageSt. Agnes Healthcare has hired James Davis III as the director of community relations and advocacy, where he will manage the civic, business and government relations function of St. Agnes HealthCare. Prior to joining St. Agnes, Davis was the director of business development at Amerigroup Corp.

JPB Enterprises Inc. in Columbia hired Ken Mills as Mid-Atlantic vice president for the JPB Real Estate Group. Mills was the vice president of business development for Baltimore-based Struever Bros. Eccles & Rouse Inc. He will focus his efforts on business development and project management.
 
Brad Hecht was promoted to assistant vice president at the Presidential Financial Corp. of the Chesapeake. Hecht joined the firm in 2005 as a sales administrator and was later promoted to business development officer.
 
Andrew Buck was selected as executive vice president and chief technology officer for GreenConnected. Buck, with a broad array of experience as a software engineer, will oversee and manage the day-to-day technical components of www.greenconnected.com.
 
Morris & Ritchie Associates, a land planning, engineering and architectural firm in Laurel, promoted Marilee Tortorelli to principal and stockholder. Tortorelli, with 23 years of experience, will serve as a landscape architect.
 
Van Eperen Public Relations in Bethesda has promoted Allison Gebhardt to account executive. As account coordinator, Gebhardt worked on several media and community relations campaigns and played an important role in the development of media and marketing materials.

Mark Gaydos was named district marketing director for Clifton Gunderson. Gaydos is responsible for leading marketing and business development and will also work closely with the senior management team in developing Clifton Gunderson's strategic growth initiatives.  With more than 25 years of marketing communications experience, Gaydos was most recently the marketing director for Smart Business Advisory Group.

Clifton Gunderson has also added three new employees. Mark King and Jeff Merriken joined the firm's commercial assurance practice as a senior manager and senior associate, respectively. Michael Armstrong joined the firm's human resources department as an executive recruiter for the Mid-Atlantic region.
 
John Furman
was appointed east region manager of Heery International, a design and construction firm in Baltimore. Furman, who has been with the firm for 25 years, succeeds long-time regional manager Bill Heitz, who was recently named president of Heery.
 
MacKenzie Commercial Real Estate Services recently hired Justin Mullen as real estate advisor. Mullen worked previously as a residential real estate agent with Champion Realty. 

Jonathan Miller was also hired by the MacKenzie Commercial Real Estate Services as real estate advisor.  Formerly a production manager in China, Miller will focus on industrial leasing and sales.

Whiteford, Taylor & Preston LLP elected Harry S. Johnson a vice chair of the GBMC HealthCare Inc. board of directors. Johnson has been a member of the board since 2002 and previously served as board secretary. Currently he chairs the firm’s Product Liability section and focuses primarily on complex litigation.
 
Jeffrey C. Seaman has joined Whiteford, Taylor & Preston LLP as counsel in the firm’s litigation department in Washington D.C. Previously, Seaman served as assistant general counsel of the Washington Metropolitan Transportation Authority.

Eli Adams has been promoted to general manager of the Fairfield Inn and Suites in White Marsh. He will oversee the construction, furnishing, staffing and opening of the hotel. Adams worked for numerous hotels before joining Skye Hospitality in 2006 as assistant general manager of the Residence Inn in White Marsh.
